KITSAP SCRATCH BOWLERS ORGANIZATION (KSBO)
I. PURPOSE OF ORGANIZATION
1. The purpose of the KSBO is to provide 'scratch' competition within the confines of Kitsap, Clallam, Jefferson and Mason counties and its bowling establishments.
2. The K.S.B.O. will be comprised of league bowlers from the Kitsap, Clallam, Jefferson and Mason counties bowling organizations (USBC). However, the KSBO is not part of the county organizations nor will it in any manner interfere with the county organizations or their memberships.
3. The K.S.B.O. will abide by all USBC rules and regulations that are or may be applicable to this organization and its tournaments.
4. All tournament competition sponsored and conducted by the KSBO will be certified through the United States Bowling Congress. Bowlers must have a current USBC card to participate in any tournament.
II MANAGEMENT AND OFFICERS
1. The management of the KSBO will be vested in the Board of Directors which will consist of the following officers:

B. Vice-President (if needed)
C. Secretary/Treasurer
D. Sargent-At-Arms (if needed)
E. Directors
2. The length of term in office for President, and Secretary/Treasurer will be two years. The Presidents appointment will be on even years and the Secretaries appointment on odd years.
3. The board of Directors is a volunteer position. The current Board will approve new Board of Directors. Executive Board (Pres., V-Pres., and Sec/Treas.) will be appointed by the Board of Directors. Any suggestions for adoption for the following year can be brought to the Board of Directors attention in writing at any time.
4. Vacancy of Board of Directors: If a vacancy occurs during the season, the President on recommendation of the current Board of Directors may fill the position on appointment.
5. If needed, there will be a meeting prior to or immediately after each tournament to be attended by the Board of Directors. This will be to conduct any current business.
6. The office of Secretary/Treasurer will be a paid position. The rate of pay will be $2.75 per entry for each tournament. Payment will be made at the time of publication of the prize list for each tournament, and will be paid from the tournament entry fee.
7. The office of President will receive $500, payable at the end of each season.
8. The camera person will receive a free entry into the KSBO for each tournament that is filmed and edited for local television.
9. The current Board of Directors will be exempt from the annual dues.
10. All elections and matters pertaining to KSBO members will be voted on by secret ballot.
III MEMBERSHIP
1. An individual may become a member of the KSBO under the following conditions:
A. Pay the established initiation fee and the current years dues.
B. Be actively participating in a league in any of the four counties (KITSAP, CLALLAM, JEFFERSON and MASON). ACTIVELY PARTICIPATING is defined as:
I. Having an established book average from the previous season.
II. Current active member of a league sanctioned through one of the four counties.
III. Current active sub with 21 or more games.
IV. Reside in one of the four counties.
C. EXCEPTION: If you have moved out of Kitsap, Clallam, Jefferson or Mason County, Rule III 1B is waived provided you have been a member for a minimum of two consecutive years and met finals eligibility.
2. GUEST ENTRY: Any USBC member may bowl as a "GUEST" in any of the KSBO tournaments, except the finals, providing they meet the requirement of 1B. The guest may bowl by paying the current entry fee plus an extra $10.00, and may bowl in as many tournaments as he/she wishes until they cash. If the guest wishes to bowl in any future tournaments that current season (except the SWISS TRIO), the initiation fee and yearly dues must be paid. Cashing guest bowler may apply the $10 guest fee to their membership if they join on that day only. All guest fees go into the general expense fund.
A. Any member who chooses to enter as a guest forfeits any previous membership and must rejoin.
3. SENIOR SWEEPER ENTRY: Any bowler who is 50 years or older may enter our optional senior sweeper for an additional $10. It is based on the qualifying scores only and all monies are returned 100%.
4. SPONSORSHIP ENTRY: A sponsor may bowl his/her tournament for free providing the sponsorship is $500. A free entry is given to another tournament if the sponsor pays $1000. If the sponsorship is less than $500, the sponsor is given half off the entry. Only one entry is given per tournament regardless if more than one bowler is partners in the business that is sponsoring.
5. YEARLY DUES: For established members, the yearly dues will become due and payable as of their first tournament of each season. Members of the Hall of Fame are exempt from yearly dues.
6. There will be no limitation of average (high or low) for any individual wishing to become a member of the KSBO.
7. The Board of Directors reserves the right to determine participation eligibility and/or re-rate bowlers in any KSBO tournament. If bowler is re-rated and the bowler does not accept the re-rated average the entry fee (if paid) will be refunded.
IV ORGANIZATION FUNDS AND DUES
1. All money shall be deposited in an established financial institution within 7 days of the tournament.
2. The President and Secretary or at least two legal signatures shall sign for all withdrawals (checks).
3. Fees for the current season will be as follows:

V TOURNAMENT FORMAT AND SCHEDULE
1. SCHEDULE
A. The schedule will be arranged and approved by the Board of Directors for publication by August of each year. A copy of the schedule will be furnished to each bowling establishment and to each member.
B. Tournaments will be scheduled on Saturday unless otherwise conflicting with house events. If this should occur the Board of Directors shall determine an alternate date. Members shall be notified at least one week (if possible) prior to scheduled date, of any change or postponement in the schedule.
C. A member must have paid into at least six of the scheduled tournaments prior to the completion of the final regular season tournament to be eligible for the final tournament. Of the six tournaments four of them must be singles events. Both doubles and SWISS DO NOT count towards the singles but will count towards the six needed to qualify.
D. Qualifying shifts will begin at 11:00 AM and 12 NOON, as needed. The semi-finals and finals will start as soon as possible after completion of all qualifying shifts. The final tournament will start at 10 AM.
E. If a member chooses to pay their tournament entry in advance, and is not able to bowl due to unforeseen circumstances, then that entry fee will be applied to a future KSBO at bowlers option. The tournament manager shall be notified at least one hour prior to the start of the tournament. If the tournament manager has not been notified then the entry fee will be credited and included in the prize fund for that tournament.
F. CHECK IN TIME IS AS FOLLOWS:
9:30 - 10:30 (11:00 SQUADS)

15 MINUTE WARM-UP AFTER ROLL CALL/COMMENCE BOWLING
All participants will draw for their lane assignments when checking in. Late participants will be assigned a lane to maintain consistency.
G. All entries will close at the end of roll call of the qualifying squad of each tournament. All of USBC Rule 319 does not apply in any tournaments EXCEPT 319a.3.
H. Any tournament where a specific average is used the bowler will use the highest ending average from the previous season yearbook. If no previous average then use average based on 21 games as of two weeks prior to the specific tournament. If still no average then bowler must use previous years KSBO average based on 21 games or more. If still no average then bowler must use highest book average for the previous 5 years. If still no average then bowler will enter at 220.
2. TOURNAMENT FORMAT
A. QUALIFYING ROUND: Participants will bowl 5 games. Total scratch pin fall will determine the positions for the semi-final round. One game will be bowled on the starting lanes, then move to the right after each game, skipping one or more pairs of lanes. The first game starts on the lane where your name appears. Succeeding games, you start on the side on which you finished the preceding game (follow arrows as in league play). The high qualifier will not be seeded and will participate in the semi-final round.
B. SEMI-FINAL ROUND: The semi-final round will consist of the top 16 bowlers or teams (provided 48 or more entries) from the qualifying round based on total pins for the five games. If less than 48 entries we will cut to an even number based on one for three entries. Carry over counts.
C. In event of a tie for the last position (to bowl in the semis) a tiebreaker of at least 2 frames will be bowled (9th and 10th). Bowlers will receive two practice shots on each lane prior to the roll off. All other ties, position will be determined by the highest previous game bowled. Highest game will be seeded higher.
D. Participants in the Semi-Final round will bowl 3 games match play with 30 bonus points for each win. Player one bowls sixteen, two bowls fifteen and so on for game one. Games two and three will be a position round starting one pair to the right. Total pins and bonus points of the Qualifying and Semi-final round to be used in determining the top five finalists. Prior to game one each bowler will get up to 10 minutes of practice on his or her starting pair.
E. COMPLETION OF SEMI-FINAL ROUND: In the event of a tie for any of the top 5 positions, a 9th and 10th frame tie-breaker will be bowled on a pair to be determined by a tournament official. There will be no practice balls.
F. FINAL ROUND: Finalists will bowl a one game head-to-head match. Scratch pin fall to determine the winner. The finalist in 5th position will bowl against 4th position, winner vs. 3rd position, etc., to determine the tournament champion. In the event of ties at the end of any match, a sudden death tiebreaker will be bowled. Each bowler will throw one ball with the highest count moving on to the next match. If bowlers tie then this will continue until one bowler has the higher pin count. All TV matches will be bowled on the same pair. Bowlers will receive two practice shots on each lane prior to the first TV match. Prior to the rest of the matches only the new bowler up will receive two practice shots on each lane. The highest seed get choice of starting lane. Any finalist may use the designated practice pair to keep warm between games but must be ready to bowl when it is there turn.
G. DOUBLES TOURNAMENT: A doubles tournament will be held once a year. Combined team averages cannot exceed 412, using highest ending average from the previous season. If no previous average, use average based on 21 games as of two weeks prior to the tournament. If still no average then bowler must use previous years KSBO average based on 21 games or more. If still no average then bowler must use highest book average of last 5 years. If still no average enter at 220. If a circumstance warrants, a bowler may petition for re-rate. Deadline to petition is two weeks prior to tournament. See entry form for Tournament dates and format.
H. SWISS TRIO: A trio event will be held once a year. Combined team average cannot exceed 618, using highest ending average from previous season. If no previous season average, then use average based on 21 games as of 1 January. If still no average then bowler must use previous years KSBO average based on 21 games or more. If still no average then bowler must use highest book average of last 5 years. If still no average enter at 220. If a circumstance warrants, a bowler may petition for re-rate. Deadline to petition is two weeks prior to tournament. The team must consist of at least one KSBO member. The team captain is responsible to see the bowlers follow the dress code. See entry form for Tournament dates and format.
I. ELIMINATOR: An eliminator will be held once a year. After qualifying the field is cut in
half or a fraction thereof. The bowlers then bowl two games and the field is again cut in half. This is done until the top five or six are established for TV. The pay is 1 for 3. There is a high series out of the money based on the highest qualifying score of a bowler that does not cash. J. CHAMPIONS TOURNAMENT: The first three games are regular tournament qualifying, total pins only no head to head no bonus pins. Games 4 & 5 will be a three-man shootout per pair of lanes. The three bowlers bowl head to head with bonus. The highest score receives 40 bonus pins, second highest score receives 20 bonus pins. Low man receives 0 bonus. All ties are split. If fourth bowler in on last pair then points will be 40-20-10-0. After the five games then bowlers who qualify will bowl the three semi-finals in normal format with the top 5 chosen after that for the TV finals.
K. FINAL TOUNAMENT: The format for the final tournament will be:
· 6 games qualifying round
· cut to top 16
· top 16 bowl 4 games match play with 30 bonus points for each win
· cut to top 5
· top 5 use TV format (total pins and points determine who will bowl)
· minimum pay of 16 places
VI PRIZE MONEY DISTRIBUTION
1. Prize money will be distributed immediately after completion of the final match of all singles tournaments. All awards will be paid by check. The doubles and Swiss trio checks will be paid upon verification of eligibility.
2. The prize fund will be returned 100%. See page 4.
3. Prize money will be distributed on a basis of at least 1 position for every 3 entries (see Tournament Format Rule 2B).
4. HIGH GAME OUT OF THE MONEY (OPEN AND 200 DIVISION) The bowler receives a free entry into the next tournament (not to exceed $70 open/$55 under) or any upcoming singles tournament during the season. High game out of the money at the tournament prior to the finals and the finals will be awarded by check. There will be no individual high game out of the money for the SWISS or Doubles event. There will be a team high game awarded for the SWISS and Doubles qualifying based on the highest LAST GAME BOWLED only. If there are any ties, the entry will be split. The entry is non-transferable. USBC Rule 315 applies.
1. LANE COURTESY: Single lane courtesy will apply at all times.
2. FINES: All fines will be made payable prior to the bowlers next tournament and are as follows:
A. CONDUCT: If a member fails to complete his/her scheduled games, whether in qualifying, semi-final, of final round, or is guilty of misconduct (such as kicking returns, abusive language, abusive tardiness, etc.) he/she shall be fined and action will be taken accordingly.
· $20.00 for all conduct fines
· repeat offenders will be dealt with by the Board of Directors
Any bowler has the right to request another bowler be fined. All fines can be appealed and the Board of Directors will determine the final outcome.
B. SCORESHEETS: It is the bowler's responsibility to complete their scoresheet, make sure it is correct and initial it. Another bowler on your pair is also responsible to verify and initial your score sheet. This is to be turned in to the tournament office immediately after completion of bowling and in good condition. Lower scores will stand as submitted and higher scores will be corrected. A $10.00 fine will be issued if sheet is not turned in.
C. WEARING APPAREL: All members will be required to wear appropriate bowling attire in these tournaments. DRESS STYLE SHIRTS ARE REQUIRED. NO JEANS, TEE-SHIRTS, SHORTS, TANK TOPS, SWEATS, HATS, LEGGINGS, ETC. will be allowed. SKIRTS AND SKORTS OR WALKING SHORTS ARE ACCEPTABLE ATTIRE FOR WOMEN. Members name on the back is preferred but optional. It will be at the discretion of the Board of Directors to determine if a member is not properly dressed and subject to a $10.00 fine. First time bowlers, first day bowled will be exempt. A bowler will only be fined once. From there on out they will not be allowed to participate in any tournament if they do not meet the dress code. Dress code will be enforced at time of check in.
3. SCHOLARSHIP: All fines collected will be put into either the John Randall Memorial Scholarship fund or the general membership fund.
4. BAD CHECKS:
A. Any checks returned for any reason, the bowler will not be allowed to
Participate in any further tournament until the check is made good and a fine of $25.00 is paid. Two party checks will not be accepted.
B. No more checks will be allowed from the individual involved for the remainder of the season.
C. If there are any disputes as to who is responsible for the bad check, a written verification from the bank is required and no fine will be levied.
5. NAME PENNANTS: To obtain a KSBO Champion pennant the following qualifications
must be met:
1. Must be a current KSBO member at the time of winning tournament or join that day.
2. Pennants will only be awarded to Open Division, Doubles tournament, or SWISS
champions.
3. Specialty pennants (i.e. hall of fame, deceased, etc) will be awarded at the discretion of the
KSBO Board of Directors.
4. It will be at the discretion of the Board whether pennants for past champions who are not
members of KSBO for the current season be displayed at that seasons tournaments.
VIII SPECIAL AWARDS
1. ALL STAR TEAM
To be eligible for the All Star Team you have to have entered six tournaments during that season. After that the All Star Points are considered. Top five to receive award.

ADD B THROUGH F TOGETHER TO DETERMINE THE TOTAL NUMBER OF POINTS THAT BOWLER HAS. DETERMINE THE TOP 2 FINALISTS PLUS ANY BOWLER WITHIN 10 POINTS. THE BOARD THEN MAKES THE DECISION.
3. ROOKIE OF THE YEAR: (REQUIREMENTS)
A. 6 TOURNAMENTS REQUIRED
B. NEVER HAS BEEN A MEMBER OF THE OPEN DIVISION FOR AN ENTIRE SEASON. MAY HAVE BOWLED AS A GUEST IN PREVIOUS SEASONS.
C. THE SAME FORMULA IS USED AS BOWLER OF THE YEAR.
BOWLER OF THE YEAR AND ROOKIE OF THE YEAR EACH RECEIVE AN INDIVIDUAL TROPHY AND A PERPETUAL TROPHY, WHICH IS DISPLAYED ON A-FRAME.
VII MISCELLANEOUS
IX 200 AND UNDER TOURNAMENT RULES
ALL KSBO RULES APPLY EXCEPT AS MODIFIED BELOW:
1. To qualify for the 200 and Under Division, a bowler must have a book average of 200 or less or be 60 years of age (prior to the last tournament of the current season) or older with an average not to exceed 210. If no previous average, bowler may go back up to three years for average. If still no average bowler may use 21 games average from local league (summer average will count). Any new under division bowlers that cash in the top five places will receive winnings upon verification of average.
2. Rule 3 (c) 5 of section IV of the rules applies to flop bowlers only.
3. ALL STAR POINTS OF SECTION VIII APPLY TO FLOP BOWLERS ONLY.
4. All bowlers will bowl 5 games of qualifying.
A) If the flop bowler qualifies for the open semis, he/she must bowl in the Open division.
B) If the flop bowler does not qualify in the open semis, but cashes in the open division, that bowler has the option to accept the open cash position or bowl the under roll-off if they qualify. If choice is to bowl the 200 and under, then bowler gives up the applicable All Star Points.
5. The semi-final round will consist of the top 8 bowlers (provided 24 or more entries) from the qualifying round based on total pins for the five games. If less than 24 entries, it will be at the discretion of the Board of Directors whether to have a semi-final round. A maximum of 16 bowlers may bowl in the semis. Carry over will count.
6. A minimum of nine bowlers is needed to have TV finals. The minimum roll-off consists of three bowlers with all three cashing.
7. The under division roll-off will consist of maximum of five bowlers in a TV format roll-off.
8. The additional $15 of flop money goes to the open division prize fund and counts as one third an entry.
9. Bowling the 200 and under tournament only ($55) will not qualify you towards the Open finals. To qualify for the Open division finals, see rule V (1C) of KSBO rules. If you qualify for both then you may have the option to flop in the finals.
10. To qualify for the 200 and under finals you must have paid into at least five of the scheduled tournaments prior to the completion of the final regular season tournament. Of the five tournaments four of them must be singles events. Both doubles and SWISS DO NOT count towards the singles but will count towards the five needed to qualify.
11. When one of the following criteria is met by anyone bowling in the under division, they will automatically be put into the open division and no longer be allowed to bowl in the under division for the remainder of the present bowling season:
A) HAVE OBTAINED TWO (2) UNDER TITLES DURING THE CURRENT SEASON.
B) WINNING ONE SINGLES TITLE IN THE OPEN DIVISION.
C) 300 POINTS (OPEN ALL STAR POINT SYSTEM IS USED)
If a bowler is no longer eligible to bowl the 200 and Under Division after meeting the criteria in either A, B or C they will have the option to compete in the Open or Under Division finals providing they have participated in the required number of tournaments for that division. The Board of Directors will decide any extenuating circumstances.
12. Rule III (7) applies to the 200 and under division.
13. SENIOR SWEEPER ENTRY: Any bowler who is 50 years or older may enter the optional under senior sweeper for an additional $10. It is based on the qualifying scores only and all monies are returned 100%.
14. FINAL TOUNAMENT: The format for the final tournament will be:

· cut to minimum top 8
· top 8 bowl 4 games match play with 30 bonus points for each win
· cut to top 5

HALL OF FAME
Qualifications for Candidate to the Kitsap Scratch Bowler's Organization Hall of Fame:
1. PURPOSE: To perpetuate the names of those who have displayed outstanding contribution to the general welfare and progress of the game of bowling within the Kitsap Scratch Bowler's Organization. The Board of Directors of the KSBO shall have full supervision, and control over the Hall of Fame selection.
2. ELIGIBILITY RULES: To be eligible for candidacy to the Hall of Fame, a bowler must be or have been a member of the KSBO Board of Directors or have a least one (1) title. There is no age limit. There are two categories for the Hall of Fame: Meritorious Service and Superior Performance. The Board of Directors may also consider a posthumous award to a former member, provided the eligibility rules have been fulfilled.
3. It shall be the duty of the President or Secretary of the KSBO to accept nominations for candidates to the Hall of Fame. Each nomination must contain the information pertinent to qualifying the candidate.
4. From the names submitted, the Board of Directors may elect by a two-thirds (2/3) vote, no more than two (2) candidates per year.
5. Nominations are to be submitted no later than 1 March to be considered for the Hall of Fame for that season:
